You said, we did - grounds maintenance contract

Earlier this year we announced we would be tendering for the grounds maintenance work that we are responsible for in Lawley. This followed a request from resident led Lawley Management Committee to go out to market to ensure we are providing the best value for money.

The tender process has been taking place over the last few months and a number of residents supported us in developing the specification of works and being part of a selection panel that awarded the contract.

We are pleased to confirm that a contract has been awarded to M&BG Limited, who will officially begin to provide grounds maintenance services in Lawley in January 2024, although you may see M&BG operatives around Lawley this year as they prepare to take over responsibility for the work.

Along with the Lawley Management Committee, we want to make sure the grounds maintenance service in Lawley is effective and efficient and delivers the best value for money.  We look forward to sharing more about our new partners M&BG Limited in due course.

Residents have raised questions and concerns about the ground’s maintenance work carried out by BVT in Lawley. Whilst these concerns have often focused on a lack of clarity over who maintains any given part of the estate, both BVT and the resident led Lawley Management Committee felt the service should be market tested to ensure it is being  delivered to the standards expected by residents and offering the best value for money for the charge paid.

BVT’s in house grounds maintenance team were invited, amongst several other potential providers, to tender for the contract. The tender process was conducted in line with BVT policies and procedures and industry best practice. Residents from Lawley Management Committee and BVT’s Resident Green Group and Resident Sounding Group were involved in the tender process to ensure the customers voice was clearly heard and represented.


The process led to M&BG Ltd. being selected to provide the grounds maintenance service.

M&BG Ltd are a local grounds maintenance provider specialising in the housing sector, having been established for over 10 years, they now employ over 60 people. They are privately owned with the owner taking responsibility for the day-to-day operation of the company to ensure that services are delivered to the highest standards possible. They have a dedicated contracts manager assigned to the contract with office-based support staff to help manage the contract on behalf of the residents.

They currently have many contracts with similar organisations from large residential housing developments, Local councils and housing associations across the wider Midland’s areas. This gives them a unique understanding of the requirements as they understand what’s required above the standard service delivery and they have a proven track record in managing such contracts. Their staff are fully trained and qualified to undertake all the tasks we will require across Lawley development. Their staff and vans have blue and white livery so you will be sure to spot them out and about regularly.

There are no redundancies or “TUPE” transfers associated with the change of provider.

The new service provider will be responsible for the grounds maintenance works for the areas that BVT are responsible for in Lawley,  this includes some public open space, courtyards and planters.

Work will include grass cutting, shrub bed maintenance, seasonal works (such as path edging) and weed and  moss control.


The grounds maintenance operatives will work very closely with BVT’s Estates Officers and Estates Caretakers to ensure the service is delivered on time and to standard.

Whilst the village is still in development the responsibility for grounds maintenance can be complex and is shared between BVT, Telford & Wrekin Council, Lawley & Overdale Parish Council and Lawley Village Developer Group. Soon after the start of the contract (January 2024), M&BG will provide weekly reports to BVT to be uploaded onto the BVT Lawley website so that you will have near to live reporting of actions taken in any given week. A  plan of work will also be publicly available  so that you will also be able to see when future visits are due.
All areas will be visited at least every two weeks. The specification is standards-based so if, for example, the grass would not need cutting prior to the next planned visit (such as during hot and dry weather) then it may not be cut and the team will continue with other tasks.

This methodology is proven to provide the best value for money for the charge you pay.

In areas where the Developer Group have not handed over public open space, they will  remain responsible for the grounds maintenance and have their own contractors to  carry out this work.
